To support voluntary action and organizations, governments have at their disposal a number of tools. The purpose of the report is to analyze the use of governmental grants for «voluntary» purposes, as one sub-category of governmental instruments. The study include altogether 81 such grants which in 2009 amounted to NOK 4,7 bill. (Grants for purposes abroad (foreign aid) was not included). NOK 2,7 bill. of these were exclusively reserved for voluntary purposes, while NOK 2 bill. were also available for public agencies and private applicants.
The general conclusion of the analysis is that governmental agencies tend to earmark grants for specific purposes within their own field of responsibility. One important exception from the rule is grants for infrastructural purposes, like sport arenas, cultural houses and the similar, altogether approx. NOK 1,1 bill.
A division exists between direct grants for particular activities, and indirect grants which support administra-tion and operation of associations. The report shows that of grants exclusively available for voluntary purposes, approx. NOK 1.6 bill. is distributed in indirect ways, subsidizing administrative costs, while approx. 770 mill. support specific activities, or goals.
