New article on public policy evaluation of social economy organizations

The often paradoxical character of public policy evaluation of social economy organizations will appear as a result of this confrontation, according to a new article by Bernard Enjolras.

Organizations from the social economy are often involved in implementing public policies in various policy fields (social services, health, education, environment,employment, etc.).

If evaluation conducted or ordered by public authorities is not the only perspective from which social economy organizations can be assessed, it constitutes a decisive type of evaluation since it conditions their access to critical resources and influences their legitimacy.

In the article "Fondements normatifs des organisations d’économie sociale et solidaire, et évaluation du point de vue des politiques publiques", Bernard Enjoras sets two normative perspectives in relations that are at play when social economy organizations are evaluated from the viewpoint of a public policy, on the one hand, the public policy normative perspective and, on the other hand, the normative discourse on the social economy.
