This report is the final report in the evaluation of the Governmental Plan against Forced Marriages (2008-2011). The report puts focus on the effects of the plan after three years. The background for the current action against forced marriages is presented in the first chapter, both in terms of how it is politically embedded and organized. We also summarize some of the central challenges faced by the implementers in the earlier phases of this Action Plan.
In the second chapter we present findings from quantitative mapping of work against forced marriages in local context, based upon questionnaires to the police, child welfare services, social services, schools and embassies. The amount of cases, cooperation and difficulties in the local help work are discussed. The police and the child welfare services stand out as central to local cooperation in cases of forced marriage, while the social services and the schools are less involved. Self-perceived competence stands out as a major challenge at the local level, along with finding adequate ways to support the young who are threatened or victims of forced marriage and their families.
In the last chapter we discuss how the Action Plan has contributed to the development of new knowledge and to what extent public help work in relation to forced marriages has been embedded in different sectors. At the local level, the development of institutionalized cooperation models is emphasized as a priority. It is also important to better integrate some services, such as the social services and the schools. Systems of cooperation and competence enhancement at the regional level are seen as one key to achieve this.
Concerning the national level, the report points out that better cooperation structures among the involved ministries are falling into place. Additionally, the two central directories in the plan, Bufdir and IMDi have been enhanced as nodes for the development of knowledge and network building. We recommend that the effort to better integrate the Ministry of Labour in the cooperation is continued and that effort is put on the integration of the Ministry of health. In addition to documenting and systematizing the knowledge that has been developed during the Action Plan period, we recommend that increased emphasis is placed on dissemination.
The final discussion in the report is devoted to a discussion of how the governmental effort against forced marriages should be organized after 2012.
