The main purpose with this report has been to analyse the the impact of the size of the active labour market policy in Norway on unemployment rates and recruitments of unemployed persons. In our own empirical studies we do not find any strong support for training programs to have any reducing effect on total unem-ployment (open unemployment plus number on programmes). The programmes reduce open unemployment, but not with as much as one should expect considering the pure placement effect of taining (if you take one unemployed person and put him on a rogramme you automatically reduce unemployment by 1). However, we do find that training programmes incresa se employers’ recruitment of unemployed persons. Therefore, the turnover of individuals increases. This is potentialley positive, since it may hve favourable effects on long-term unemployment.
