This report evaluates guidance networks for managers of Norwegian volunteer centres. When working with existing voluntary organizations, public institutions and the market a need for varied and complex information/knowledge/competence emerges. Managers experiment with different types of operational practices by creating frameworks for volunteering that are public, although not bureaucratic. The study consists of qualitative interviews with 8 managers and 2 network managers from a total of five network groups, participation in two meetings of network managers, as well as questionnaires; one aimed at managers and one to network managers. The reply rate for managers was 78 % (87 % for network managers) and combined these responses cover three quarters of all volunteer centres in the country. The survey finds that employees in volunteer centres are recruited from a wide variety of educations and work experiences. Thus, peer guidance cannot draw on common academic backgrounds but must be based on the daily work of the centres. It is also apparent that there is a relatively high replacement rate of managers. More than one third of the managers have been employed for one year or less. Only about a quarter have been employed for 4 years or more something which inhibits continuity and efforts to create a shared understanding within network groups.
