In the report we discuss what we see as core research issues at the interface between welfare state and IMER research. Firstly, we are concerned with research that revolves around issues of participation – participation in the labour market, participation as citizens and questions about how the welfare state can be organised in ways that encourage and enable participation. Secondly, we discuss research about immigrants as one category of welfare state users. The questions here revolve partly around how and to what extent immigrants use welfare services, and partly around how the welfare state’s institutions and workers relate to immigrants as clients and users. We present core issues and various Nordic researchers’ attempts to attack these. We also provide brief summaries of the situation in each Nordic country with respect to the general immigration situation, significant issues in the research and central research environments.
